SORA [ The Set Of Rules Approach]

i have been thinking about this one possibility since few days
while everyone is talking about consciousness in machines and ML
some scientists said they want to study an entire brain neural network to be able to interpret it
but what if there is a possibility that instead of that we define a sophisticated set of rules instead?
i call this the “set of rules approach” to achieve minimal consciousness
i mean to give human like consciousness(at any level) to machine
we need to train it like a human and not with some math algorithm created by some crazy gigachad scientist
lets say u wanna teach a child about understanding sentence in English
so you will ask him/her to understand sentence structures, types of sentences and most important: parts of speech
if a child knows nouns verbs subject and object
then he can identify simple sentence
then if child knows structure, he can identify the sentence type
whether its declaring, interrogative, commanding or about emotion excitement
then child knows how to respond(thats the later part)
look, my argument is if someone tingles me(input),
i feel it(check process),
my brain captures that someones tingling me(confirmation of action),
then my brain will somehow cross check the set of rules(check),
for example if tingling threshold is low then ignore else if the threshold is high then resist the person(output)
think of a better example
if you notice
our every conscious action
somehow connects to a set of rules
you are welcome to argue against my theory

This is my solo theory ? and its a possible way to provide some sort of consciousness without neural implementation

Note: test.py contains the code to support my theory, please dont even think of stealing my stupid fantasy theory,also yall can ignore conn and lol.py

yes i do respect algorithms and neural networks and I truly understand and respect their importance but i just thought of this approach ?
